On the afternoon of November 30, the Information Office of Hubei Provincial People's Government held a press conference to interpret the first national Implementation Opinions on Perfecting the Evaluation Mechanism of Scientific and Technological Achievements published by Hubei Province, and introduce the reform policies and specific measures for the evaluation of scientific and technological achievements. Lin Zhang, Professor of the SIM, Wuhan University, was invited to attend the press conference to introduce the specific situation of the Responsible Peer Review Pilot Project of Ministry and Provincial Level undertaken by the Science and Education Management and Evaluation Center of Wuhan University, and interpret the concept and implementation framework of responsible peer review.

Lin Zhang pointed out that to implement the responsible peer review mechanism, it is necessary for many participants to jointly safeguard the fairness and high quality of the peer review process and results in the systematic process of peer review, so as to make evaluation standards, systems, procedures, methods and other elements complement each other and advance together. Under the background of the new era and new task of “anti-only papers, anti-only national talent titles, anti-only professional titles, anti-only education experience, anti-only awards”, and correcting the over-emphasis on quantitative evaluation, responsible peer review and classified evaluation are the core rules and the only way to break the defective evaluation orientation such as paper-only and SCI supremacy, and solve the evaluation problems.

Under the guidance and support of the Ministry of Science and Technology of the People's Republic of China, and the Department of Science and Technology of Hubei Province, the Science and Education Management and Evaluation Center of Wuhan University, led by Lin Zhang, is currently carrying out the pilot work and research of Responsible Peer Review, which has been guided by the peer review standard guidelines and supported by the peer expert data platform. The key tasks include the establishment of an expert data platform featuring international peer experts, and the formulation of Responsible Peer Review standard guidelines covering multiple scenarios and the whole process. On this basis, some characteristic disciplines and scientific research institutions in colleges and universities are going to be selected for application and demonstration. Lin Zhang expressed that the evaluation standards and work guidelines for basic research scientific and technological achievements would be established in the whole province through Responsible Peer Review Pilot Project of Ministry and Provincial Level, and Hubei’s experience would be provided for higher-level and wider-range scientific and technological evaluation.
