On April 13, the Ministry of Culture and Tourism published theAdministrative Measures for the Disposal of Collection Documents and Literature Information in Public Libraries. The research results of the projectResearch and Formulation of Measures for the Disposal of Collection Documents and Literature Information in Public Librariesprovided important academic support for the formulation of this administrative measures.

The projectResearch and Formulation of Measures for the Disposal of Collection Documents and Literature Information in Public Librarieswas commissioned by the Ministry of Culture and Tourism, led by Ruhua Huang, Professor at the SIM, and Deputy Director of Wuhan University Library. The project team was jointly set up by the School of Information Management, Wuhan University, National Library Research Institute of China, and Hubei Library.

The Public Library Law of the People's Republic of China, which was implemented in 2018, stipulates that "public libraries shall properly preserve the literature information in their collections and shall not dispose of it at will; If it is really necessary to dispose of it, it shall comply with the regulations of the competent department of culture under the State Council on the disposal of literature and information. " However, there has been a lack of national policies for the disposal of library collection documents and literature information in China. For this reason, the project team investigated the collection documents and literature information disposal system and practice of public libraries at home and abroad through relevant literature research, policy text analysis, expert interview and questionnaire survey, analyzed the problems and needs of the construction of collection documents and literature information disposal system of public libraries in China, and submitted theResearch Report on Collection Documents and Literature Information Disposal of Public Librariesto the Ministry of Culture and Tourism.

On the basis of theResearch Report on Collection Documents and Literature Information Disposal of Public Libraries, the Ministry of Culture and Tourism, together with the National Library Research Institute of China, set up a drafting group of Administrative Measures. The drafting group organized experts from national library academic community and industry, experts in asset management and other related fields to conduct thematic discussions, feasibility demonstration and improvement, and finally formed theAdministrative Measures for the Disposal of Collection Documents and Literature Information in Public Libraries, which was published and issued to the whole country. The publication of this Administrative Measures will help to change the situation that there is no measure to rely on for a long time in the disposal of collection documents and literature information in public libraries at all levels in China, and help public libraries optimize the collection structure, improve the overall quality of literature, and alleviate the shortage of library collection space.
