On November 14, the National Office of Philosophy and Social Sciences (NOPSS) published the list of the2022National Achievements Library of Philosophy and Social Sciences. The workResearch on the Right System and Regulation Approach of Data Sovereigntyis in the list. It was written byCongjing Ran, Professor and Director of Library Science Department of our School, Deputy Director of the Center for Studies of Information Resources, Wuhan University.

This work aimed at the major strategic needs of data sovereignty security under China's overall national security strategy. Under the background of increasingly fierce international data sovereignty games, it systematically defined the concept category and right system of data sovereignty, fully investigated the domestic and foreign data sovereignty rights regulation progress, comprehensively sorted out the rights risks and rights protection modes, and relied on key regulatory scenarios, key regulatory challenges and key regulatory tools. Taking key areas and important data as empirical objects, this work outlined the blueprint of China's data sovereignty regulation, and provides theoretical interpretation and practical reference for the practice of China's overall security and cyberspace security strategy from the aspects of macro top-level design guidance, micro-jurisdiction strategy investigation, and specific implementation methods design.

At the same time, the work based on the cross-cutting frontier of library and information science and related disciplines, innovated research subjects, ideas and methods, and innovatively studied data sovereignty issues from the perspective of systemic governance based on the macro-vision of the overall national security, which has outstanding academic value and exploration value of discipline development.

This work is one of the achievements ofResearch on the Construction of Big Data Sovereign Security System, one of theMajor Projects of the National Social Science Fund of China, and it is also one of the important achievements of the research direction of Data Sovereignty and Data Governance in the School. The selection of this work shows that our School has made important progress in related research fields, and highlights our School’s mission to focus on the research of discipline innovation and integration under the new strategy of national overall security and the new normal of social digital intelligence transformation and development.

TheNational Achievements Library of Philosophy and Social Sciencesis set up by the National Office of Philosophy and Social Sciences (NOPSS), and it is reviewed every two years. It aims to build a national-level high-end academic brand, focuses on introducing academic masterpieces that reflect Socialism with Chinese characteristic theoretical and practical innovations in the new era, reflects the current frontier of China's philosophy and social sciences research, and reflects the highest level of related disciplines, and gives full play to the exemplary and leading role of outstanding achievements and talents in philosophy and social sciences. It promotes the construction of discipline system, academic system and discourse system, encourages the majority of experts and scholars to create more excellent academic works withattitude,and accelerates the construction of philosophy and social sciences with Chinese characteristics.

In 2022, a total of 65 works were selected into theNational Achievements Library of Philosophy and Social Sciences, among which 3 were finished by Wuhan University.
